SB 199 was uncircled, substituted, amended and then debated. It seemed to be a very straight-forward bill – allow equal access to all parent groups, whether they are nationally organized (like PTA) or locally organized (like PTO’s). There were sharp words on the floor decrying the nastiness seen on both sides.
In spite of apparently breaking lobbying rule #1, the PTA prevailed and the bill was defeated, 30 to 43. Bright spot: LOTS of open seats in the House gallery now.
